The Upper Mississippi River Conservation Committee (UMRCC), consisting of natural resource managers from Illinois, Iowa, Minnesota, Missouri, and Wisconsin, was created in 1943 to promote a continuing cooperation between conservation agencies on the Upper Mississippi River.

UMRCC Objectives
Promote preservation and wise utilization of natural and
recreational resources of the Upper Mississippi River
Formulate policies, plans, and programs for
carrying on cooperative surveys and studies
Provide recommendations to governing State bodies
in support of the objectives of the UMRCC
